More than $9,100 worth of purchases reportedly under investigation

LOGAN, W.Va. — More documents have been obtained from the Logan County Board of Education (LCBOE) which allegedly show former superintendent Phyllis Doty used the board’s funds to buy items for her son’s wedding from a second website.
On August 3, Paul Hardesty, president of the LCBOE, announced the board was under investigation by the Commission on Special Investigations in Charleston.

Part of the investigation reportedly revolves around Doty’s use of the board’s funds to purchase items for her son’s wedding.

The Logan Banner was also able to obtain documents which allegedly showed Doty had used board funds to purchase more than $4,800 at the wedding store, Column Warehouse.

New documents obtained by the Logan Banner show two invoices for orders from the Rhode Island-based company Displays2Go.

An invoice for an order which arrived at the Ralph R. Willis Vocational Center (RRW) March 12. 2015, shows items like pink and white markers, four juice dispensers, 2 polygonal beverage dispensers, a small chalkboard and 30 bread baskets.

An invoice for an order received at RRW April 24, 2015, details items like more pink and white markers small table-top sized risers. 20 polyester napkins, a cookie bin and 2 luggage racks.

Two checks from the LCBOE made out to Displays2Go total $4,388.17.

Former purchasing director with the LCBOE Ray Ellis’ signature appears on some of the documents which list the order.

An email from Ellis to Displays2Go concerning the changes made to one of the orders was also obtained.

The email states in part, “…let Phyllis and I know if anything else needs to be changed.”

In all, the Logan Banner has now received documents from the LCBOE detailing more than $9,100 worth of orders which are allegedly being investigated for links to the wedding of Doty’s son.

The next meeting of the LCBOE is set for 6 p.m. August 25 at RRW.
